UAE Ranks No.1 Globally for Entrepreneurs in 2025
The UAE has been ranked the world’s most attractive destination for entrepreneurs, reaffirming its reputation as a global startup and business hub.
According to a new analysis by TASC Corporate Services, the UAE scored 930 out of 1,000, with perfect marks for business-friendliness and ecosystem support. The report assessed 15 major business destinations based on accessibility, affordability, and overall business environment.
The findings align with global benchmarks such as the IMD World Competitiveness Ranking 2025, where the UAE placed among the top five countries worldwide, and maintained its position as the Arab world’s leading economy for the ninth consecutive year.
In entrepreneurship specifically, the Global Entrepreneurship Monitor (GEM) 2024/2025 ranked the UAE No.1 globally for the fourth consecutive year, topping 11 of 13 indicators among high-income economies. The country’s pro-investment policies remain a key draw. Golden Visas offer five or ten years of residency to investors, entrepreneurs, and skilled professionals, allowing family sponsorship and flexible travel options.
On taxation, the UAE’s federal corporate tax stands at 9% for income above Dh375,000, with 0% for smaller businesses. Companies in free zones continue to enjoy 0% tax under qualifying conditions, maintaining the country’s startup-friendly appeal.
Business activity continues to expand rapidly. The Dubai International Financial Centre (DIFC) reported a 32% increase in company registrations in the first half of 2025, reaching 7,700 active firms, while the Dubai Multi Commodities Centre (DMCC) now hosts over 26,000 companies.
The UAE also climbed to 21st globally and 1st in the Arab world in the StartupBlink 2025 Global Startup Ecosystem Index, with Dubai ranking 44th among cities and Abu Dhabi emerging as one of the world’s fastest-growing startup hubs.
Experts say the UAE’s success extends beyond policy, reflecting a strong focus on smart infrastructure and human capital. Abu Dhabi ranked fifth globally in the IMD Smart City Index 2025, while new gender-equality measures are helping expand the country’s skilled workforce.
Regionally, Saudi Arabia’s 10th-place finish highlights the GCC’s growing role as a global startup region. Analysts note that a UAE–Saudi dual-base model now appeals to many founders — combining the UAE’s mature ecosystem with access to Saudi Arabia’s fast-growing market.
Investment experts say the UAE’s business model continues to evolve with new digital asset regulations, manufacturing incentives, and venture-friendly frameworks, reinforcing its place as one of the world’s most dynamic destinations for entrepreneurs.
